They know how to hunt for victims in a way they are not doing anything illegal. They always give you up front quotes and let you sign for the contract and that is how they can get away with it.

They ask questions so the contractors know how to charge you before they come to your house. This is so called the fixed price except there are different fixed prices for different customers.

If you are in an emergency, you will pay at least 5 times of the normal rate because they know you need them.

If you are the owner of a rental property, they also charge you 3 to 5 times of the normal rate because you are obligated to use them.

If you are the owner and are not in hurry, they just charge the normal rate.

Keep in mind that they give you up front price. It is all up to you to agree with the price. The catch is, they know who needs their services. That is how they rob unsuspected customers.
