We moved in to this apartment in September 2006. We were asked to write a list of things that were a problem. Eric Morgan told us that they would be taken care of in a timely matter. To this day the list has not been fulfilled.
Our carpet is horrible, there are electrical outlets hanging from the walls, stove problems, etc. Now it's to the point where the underground pipe that is broken and the kitchen sink and bathroom sink are now backing up. Our apartment smells like rotten food. Eric wants to know "why this is disgusting." He never returns phone calls and nothing in the whole building gets fixed PROPERLY.
The company has absolutely no respect or concern for the tenants. They expect to get paid but not uphold their responsibilities.

I would check for "renters rights" in PA.
Here in NY, you can hire someone to make those repairs and DEDUCT it from the rent. But, you have to establish that the landlord is not repairing these problems. That's easy to establish with a certified letter to the landlord requesting the items be repaired. Also, in NY, you cannot be evicted because you request something be repaired.
Check the laws in PA and then get into action.

First of all, I would write and mail a certified letter to the company with this list of complaints. See if that helps.
If it doesn't, then you have the documentation to proceed with talking to a lawyer or your local hud office. When your sinks are backing up the way that you describe, it becomes a health issue. Let us know what happens!
