American Traffic Solutions ATS ILLEGAL DEBIT CARD CHARGES FOR ALREADY PAID PARKING TICKETS THROUGH HERTZ RENTAL AGENCY Scottsdale, Arizona

I rented a car in Dec. 2011 - Early January 2012 through HERTZ rental agency. In the time i had the car i received 4 parking tickets which 2 i paid for, 1 was dismissed (By a judge) and the other is currently being appealed. 

A few days ago i started receiving multiple charges on my debit card under the name of wwwhertzrentalfinecom out of AZ to call and find out it had nothing to do with HERTZ and was a third party called American Traffic Solutions. 

I called my bank yesterday to dispute these charges and by the time i was given a number for the claims department i had ANOTHER charge on my debit this time clearly stating "AMERICAN TRAFFIC SOLUTIONS". THIS IS ILLEGAL. I never authorized these charges to be made and no one contacted me prior.

American Traffic Solutions has ASSUMED i didn't pay the tickets and has charged me not only the ticket charge but a HUGE fee on top of that, and also ASSUMED I WAS GUILTY. THIS IS ILLEGAL.

I have tried to call American Traffic Solutions but it is fully automated and impossible to reach anyone. I called Hertz and was transfered a few times and treated like trash, until i was given the same number to American Traffic Solutions that i called in the first place.

Tickets i was issued by NYPD Parking Enforcement :
1)$65.00 - Paid
2)$65.00 - Paid
3)$65.00 - Dismissed by JUDGE
4)$115.00 - Currently being appealed in court.

Charges i have incurred from  AMERICAN TRAFFIC SOLUTIONS after the fact.
1)$105.00
2)$105.00
3)$105.00
4)$155.00

So, not only am i being charged for two tickets i already paid i am being charged for one which was dismissed by a New York State Judge and one which is currently in Appeals and isn't past the DUE DATE.

I now have to waste my time on phones, opening claims with my bank, and faxing documents to TRY and have this fixed and possibly get a whole new account number.

BOYCOTT HERTZ RENTAL AGENCY. THEY GIVE YOUR CREDIT/DEBIT INFORMATION TO 3RD PARTY CORPORATIONS AND HAVE NO RESPECT FOR THEIR CUSTOMERS!
