I had a bad experience with Artech in the state of Washington too.  In comparison with other contracting agencies, I would rate them a 2 on a scale from 1 to 10, because the salary was sort of ok, otherwise I'd rate them a zero.  I will not believe what the recruiters say at this company if I have contact with them again - they are either mis-informed or choosing to lie directly.  I would not recommend this company to anyone but extremely well-seasoned IT contractors - watch your back with them.

I'm well aware of the difference between full time and contract (At will) employment but maybe the original post should have simply been.

If offered a contract position with Artech working for IBM be sure to ask about furlough days which have been taking place very regularly for the last few years. If you do need to work 40 hours per week you may want to reconsider and find a contract position with a more reliable work schedule.

   I've worked numerous contracts (for IBM and others) and never once have I seen a contract that guarantees 40 hrs. a week.   The whole point of hiring contractors is that you only have to pay them when you need them.    If you want the security of 40 hr. work weeks, you should get out of the contracting business and get full time employment instead.

   I think you're confusing hiring on as a contractor with full time employment.   While it is possible you could put in 40 a week (or more) as a contractor,  it's also possible that you'll put in less than 40.   Such is the nature of contracting in general.   It's not for everyone.
