Artech Information Systems is a recruiting agency for IBM. Over the past few years Artech has continued to hire contractors for positions with IBM Global Services Division under the pretense of being a full time contract position knowing that IBM is going to be giving these same employees furlough day's as they have been for the last few years.

Artech does not inform prospective employees about the furlough days in advance since it may cause people to reconsider accepting a position where they will be given furlough days.

If it's not illegal, it's at least unethical to hire someone for a full time 40 hour position knowing they will be given furlough days and not working 40 hour work weeks. If this happened one time and caught Artech by surprise it might be understandable but it's been going on for a few years now.

Artech should have full disclosure before hiring and let future employees know that they will possibly / probably be given furlough days and how many if they are placed at IBM GDF.

Maybe the furlough day thing is written into the contract when you get hired, not sure but you may want to check the fine print before accepting a contract position through Artech working for IBM.

Similar experience - I empathize

I had a bad experience with Artech in the state of Washington too.  In comparison with other contracting agencies, I would rate them a 2 on a scale from 1 to 10, because the salary was sort of ok, otherwise I'd rate them a zero.  I will not believe what the recruiters say at this company if I have contact with them again - they are either mis-informed or choosing to lie directly.  I would not recommend this company to anyone but extremely well-seasoned IT contractors - watch your back with them.

Work schedule not reliable

I'm well aware of the difference between full time and contract (At will) employment but maybe the original post should have simply been.

If offered a contract position with Artech working for IBM be sure to ask about furlough days which have been taking place very regularly for the last few years. If you do need to work 40 hours per week you may want to reconsider and find a contract position with a more reliable work schedule.

It's a contract position.

I've worked numerous contracts (for IBM and others) and never once have I seen a contract that guarantees 40 hrs. a week.   The whole point of hiring contractors is that you only have to pay them when you need them.    If you want the security of 40 hr. work weeks, you should get out of the contracting business and get full time employment instead.

"If it's not illegal, it's at least unethical to hire someone for a full time 40 hour position knowing they will be given furlough days and not working 40 hour work weeks. "

I think you're confusing hiring on as a contractor with full time employment.   While it is possible you could put in 40 a week (or more) as a contractor,  it's also possible that you'll put in less than 40.   Such is the nature of contracting in general.   It's not for everyone.
