Basic ISP (Copper.net) Rate Hike Slower Connections Mount Vernon Ohio

Basic ISP has increased its cost for a basic dial-up account as of April, 2016 by 23% by adding a 'line access fee' for land line access of $2 on top of the stated price of $8.95 per month. At the same time the percentage of connections that are hitting connection speeds of below 24000 kbps has greatly increased to nearly 85% of all connections made. The first notification of the increase in cost only came to me with the invoice after the money had been withdrawn from the account. Had the month been tighter, I would have been blindsided into a raft of bank fees that would have taken me months to get ironed out. This slower connection speed makes the service almost completely useless for doing anything. And for this drop in connection speed it's customers are privileged to pay 23% more. The slower connection speeds occur uniformly across all 7 access numbers that I am aware of. Prior to the 23% rate increase, the connections speed in 95% of all connections exceeded 40000 kbps, which is within an acceptable and usable range for dial-up connections. Due to a lack of any other service coverage where I line, dial-up is currently the only internet access method. Between the extra land-line for the computer and the internet account I had already been paying more that most people pay for mid-range broadband service, and now it is 23% higher for 85% slower connections. I have not bothered to attempt to contact the support from Basic ISP as complaints the last time the connections slowed down resulted only in assurances that they did not guarantee any connection speed and that I needed to just shut the hell up and leave them alone as they couldn't care less about how slow my connections are.
