I got the same e-mail & I called PAYPAL. This is a scam by the author of the e-mail. If you click on the link supplied in the e-mail, crazy things will happen to your PC and... If you supply credit card information to confirm the credit to your account, then you will pay. If you do nothing but delete the e-mail, you're OK.
