California Department of Motor Vehicles ca DMV incorrect vehicle classification. DMV deliberately incorrectly wont re-classify to continue to recieve weight fee.

I own a 94 gmc pickup truck and have been paying for commercial class registration for years. this classification comes with a gross vehicle class weight fee of over $200. in ca. years ago, I put a hard shell on the open box bed with a full carpet kit effectively making it a station wagon. Up until recently a person could convert vehicle class and get automobile  class and plates with  no problem and eliminate the weight fee. Now the dmv says that the vehicle box has to be "human habitable" like a camper cabover.

If You look up ca vehicle code section 465, "an automobile is a passenger vehicle that does not transport persons for hire. This includes station wagons,sedans, vans,and sport utility vehicles." "a commercial vehicle is a vehicle which is used or maintained for the transportation of persons for hire, compensation,or profit or designed, used, or maintained primarily for the transportation of property (for example, trucks and pickups).vehicle code section 260. When I lookup all the definitions of station wagon on the internet, My vehicle fits the the station wagon more than a commercial truck.

In my opinion the DMV is bluffing the people who challenge this so they can continue to charge the weight fee since automobiles arent subject to the weight fee. This is wrong. Who is going to challenge them? are we really living in an age when you can have all the facts on your side and still lose in court because we dont have enough money, or know the right people?
