Capital Credit Alliance ripoff charges with no value provided. Las Vegas Nevada

A friend just got hooked up with CAPITAL CREDIT ALLIANCE, paying hundreds of dollars for worthless catalogs. I am trying to see what avenues exist for restitution. I see some good advice in the CAPITAL CREDIT ALLIANCE thread a couple months back about complaining to the to bank the money was pulled out of, which is sound advice and will be forwarded on.

But I have to wonder if there are not other avenues of recourse. CAPITAL CREDIT ALLIANCE entered into a settlement agreement with the FTC in 2002:
in which they agreed to stop pulling the same stunts they are pulling now. Is there some way of getting the
FTC to notice that the same crook is violating his agreement with them.

Also a previous CEO, the one who was running the company when the feds engaged them is now an elected official in Nevada who might be willing to exert influence in order to polish his image:
How did people ever elect that man? Sigh. Anyway, he's now a weak link.

Also, does anyone know if the William Shane Kelly from who runs this operation is aka Shane Kelly who ran Pet's Choice? I have past dealings with that individual.
