I just received a collection letter from Capital Management Services, LP telling me I owe $863.13 and that they will accept a settlement of $172.63. The "Original Creditor" is General Electric Capitol Corporatoin - JC Penney Consumer. 

I just looked at my credit report three weeks ago, no such revolving debt due, nor ANY debt due for any credit cards. I have not had a JC Penney Account for over 17 years! And it was paid off, long long time ago!

I have read previous reports that others have had bogus debt collections from this company also. HELP! How can they do this? I'd love to see just what I apparently purchased, where, and when from JC Penney.

Basically, I have read they can give bogus reports and the "little guy" does not have much leg to stand on. This is a rip-off! Illegal!
