Capital One Personal Loan Scam? Washington DC

I got an email from Andrew Williams that I was approved for $4500US loan I went on to read the attached information, it stated I had to pay a 1 time fee of $90 for the transfer but it would be refunded? Within a few mintues I got a phone call. Man introduced himself as Mr. Williams, thick India accent. He went on about the email sent to me, said I could have the funds in my bank account within 2-4 hours, BUT I had to get a Green Dot prepaid card and send them $90 and each month my payment would have to be paid to them the same way. He was pushing the issue of me sending the money and sending back the paperwork. I was to send the money to 1680 Capital One Drive McLean Ave VA 22102. There were a few typos in the paper sent to me. I dont know to believe this is real or not and cannot find anything to prove me right or wrong. I called Capital One customer service but got no help.

I wont be sending any money to get money thats for certain.
