car report charged my credit card 29.95 for 2 months for "free" records search- said I had signed up for membership. Internet

I bought a used van and wanted a report on vehicle history and signed up for a report to be free but had a small charge on my credit card. The next two months had $29.95 charges. I called them and couldn't understand well because of foreign accent (india?)  They said the best they could do was to stop but the money paid was theirs. I asked them angrily if that was the best they thought they could do and accused them of stealing from me.  They finally agreed to make a one time exception and return one months payment. I asked them again if that was the very best they could do and they said yes and gave me a credit confirmation number for one month.
