Carl lies to make you move in and does nothing to fix places up. Toilet leaking into basement from upstairs and he refused to fix it. He didn't change locks so I had to. Had electric problem he would not fix, I did! Didn't paint or clean before moving me in. One room smells like dog because tenants before me locked dogs there. He just comes to ask for money and not on the first. He comes whenever. He badmouths you and tries to make you feel small.

You have tenant rights, TAKE HIM TO COURT and get reimbused for the things owed to you. I assume the landlord/tenant responsibilities are clearly spelled out in your lease agreement? Even if they are not, laws for residential landlord/tenant responsibilities are fairly straight forward. Take him to COURT
