City Of Denison , Texas Charged me $30 for a cancelled check on a bill I already paid. denison, Texas

I sent the water department a check from my bank online at the first of the month. At the end of the month I received a disconnection notice so I contacted my bank. I had put the incorrect address on the check so it did not reach it's destination.
I was informed by my bank that it would be in my best interest not to cancel the check if the address was correct because the City would charge me $30 for a canceled check.
However, the address was wrong so my check was floating around God knows where.
So, I promptly went to the Water Dept. and paid the bill, plus the late fee for my error, plus the following months bill, totaling $182. Then I canceled the check they had not received for a month.
This month, which is 3 months after the lost check was sent, I have a $30 charge on my bill. I went to the Water Dept. to find out what it's for and it's for canceling my lost check, which was $90 mind you. Then I am told there's nothing I can do about the $30 charge and if I don't pay it then my water will eventually be turned off. I have 2 kids and cannot have that happen.
I also could not afford to have had that lost check cashed on top of the $182 I paid.
What am I paying $30 for anyway?
In the end I'm paying simply because I couldn't afford to have an extra $90 taken out of my account because of a check that was lost in the mail and should have never reached it's destination.
This is extortion and it is absolutely absurd to have to pay a canceled check fee for a bill that was already paid 2 months ago to begin with! Who do these people think they are? I will fight this tooth and nail. These people might as well be taking $30 worth of food out of my children's mouths.
