When first contacted with CI they wanted me to pay the fullamount ($1700) I owed that day or by the end of the month. I told them I could not do that but could pay $100 a month. The man said ok but I would have to pay $340 first then do the $100 a month. I told him I don't have $340. Then he said then we will have to take the next step, arbirtraion.
So I said I will try to get the $340 and set up to have it taken out of my account at the end of May. (yes I gave them my checking info) and then would have $100 taken out for the next 5 months and they would be using check #'s 9XXX-9XXX. Well I couldn't come up with the $340 and wasn't able to contact them before the date is was to be taken out of.
I then got a call asking when I would be able to pay the $340 and I told them I wouldn't beable to. She told me that if I didn't make arrangements to cover that "check" that I have broken a federal law and they would turn it in to my county. So again I make arrangements for it to be taken out in June.
Well I had the $100 payment paid but when it came time to cover the $340 I didn't have the money. So I called letting them know. And the lady asked if I could pay some now and some later and I said no. So she said then we will notify my county that I wrote a bad check and to get an attorney to deal with that. And since I can not pay the $340 they are putting my file in arbitration.
The phone call got heated and at the end I asked what will happen now to the balance I owe and what is going to be the next step. She said to get an attorney and hung up. So was that a scare tactic? And are they really going to turn me in for "writing" a bad check?

No...refusing them permission to debit your account for X amount does not constitute a bad check and they can't report this to the police...neither can they send the SWAT team to your residence....nor can they take your firstborn child.
Unless you like having a bunch of bounced check fees, I would STRONGLY recommend closing your checking account....with this info they can make debits anytime that want..and for any amount...There's nothing to stop them.
I found this about Creditor's Exchange:

VERY aggressive debt collectors who will lie, threaten and do any illegal act imaginable, just to separate you from your money. These are nasty, desperate conmen, and con-women that should NEVER be trusted. They have posed as bankers, lawyers and other professionals to scare consumers into believing something bad would happen, if monies were not immediately forthcoming.
In reality, these low-life's of the collection industry are nothing but a fraud! Any debt collector from Buffalo, New York is desperate, however Creditors Interchange apparently is hiring the WORST of the WORST! Stay far away from this ship-wreck of out of control rats, they are desperate and dangerous.
