 Three weeks ago I bought a chihuahua from Debra Bourassa. I will start by telling you the day i sent her $3000 I decided to check the ripoff reports. I found out she had many negative reports against her. So same day I called her and told her I had changed my mind and to please send my money back. She got very upset because I believe the ripoff reports. She then said she would not give me my money back because I had signed the contract. I said nothing had been done yet so I did not see a problem . Then she stated she would only refund 30% of my money because I had a husband and she didn't. Of course I did not agree because I said that was not a reason for not getting my full refund.

So to make a long story short she ended up sending me the puppy. The day I got the puppy I noticed something wrong with her back legs. So I called Debra and told her about the legs and she said the airlines must of dropped her and injured the puppy. I took the puppy to the Vet the following day and the Vet stated she had luxating patellas and would probably need surgery when she would be a year old and the surgery would cost between 2000 to 2800 for each leg. After notifying Debra she said the dog was find and continue to say the airlines must of dropped her.

So I told the puppy to an orthopedic Vet. He told me the same thing and said the puppy was not injured she was born with that genetic problem. I sent the report to Debra. She then told me to return the dog and she would send me a refund. Since I had no trust in her I said for her to send me the money first and then I would send the dog back. Of course she did not agree to that. So I asked her to give me half of the cost of the puppy since she had luxating patellas. Of course she did not agree. She said she would pay for 1300 for the surgery if the dog needed the surgery. I do not believe or trust her at all. She is a liar and a fraud. She should not be aloud to sell puppies anymore. She has cheated so many people and she is still aloud to sell puppies.

Honest Breeder Offered Dianne Peacock full refund and may resolutions to choose from

Why would a buyer write a report when they have a breeder who is willing to resolve and work things out? Dianne refused to abide by my contract that she signed, but I told her I would go above the contract to help her.

I am not happy with my Vet for missing this and yes I felt it was an injury as the puppy seemed perfectly fine here, running around and multiple videos. I have since learned to check knees and have done recently on 9 puppies which confirmed by another Veterinarian I was correct!

I have sold over 200 puppies in the last 20 years and can STILL count on ONE hand the number reported that required patella surgery stands at 3 under age 1  I felt could be genetic ,and I traced all 3 to a specific  bloodline so I pulled the bloodline and rehomed the adults. Also 1 Chihuahua dult  over age 1 that I felt was environmental and 1 customer's Chihuahua  that fell off a petsmart table causing an injury induced lux.

The last time Dianne and I text we had agreed that IF and when the puppy required surgery  that I would pay a share of the surgery. I expected ONE leg at cost of $2600 , hence $1300 was my offer.  I called multple ortho Vetinarinians in her area after Dianne refused to return the puppy for a refund. I found the average cost of $1500 per leg. I was open then to giving her a free puppy and let her keep this one if she had to spend over the cost of the puppy in surgery.

The future is NOT known and a definite surgery is not for sure, which is why I advised Dianne to return the puppy for a full refund and not take the risk of possible financial drain.

I advised Dianne that surgery alone is risky and if by rare chance her dog died during the surgery I offered to give her another dog. I was willing then to accept risk of surigcal injury or death.

As a breeder what more could I have done to help Dianne? Outside of offering a full refund, exchange, medical bill help and replacement if heaven forbid anything happened to the baby during  surgery.

I even sent Dianne the California puppy lemon law requirments for a buyer so she would know the steps  if she wished to go through the lemon laws. I explained the amount of days she had was limited  to make a claim once finding out the medical issues  I explained all the steps for her to follow.

My contract and website both disclose the online campagin against me that was launched by a few Chihuahua Breeders in 2006. That is when a dozen bogus reports were written. Those reports just keep on giving, because people like Dianne, although being given every possible reseolution, STILL have a desire to destroy others. Why would Dianne pick this choice instead of all the reasonable offers of resolution I was working with her on?

Dianne has chosen to handle the matter in a way outside of human decency. It was not my choice. Dianne made her choice. This report can not be removed and it is damaging. Dianne's felt it was more important to come here and bash me then to go through with the decent multiple offers of aid I provided? My question is, what causes a person like Dianne Peacock to choose this course despite everything possible done by the dog breeder? Why?

Every time a dog or puppy is flown anywhere out of state, a licenced Vet that is USDA registered must fill out a health certificate. Most vets are very thourogh with their examinations, looking not only for signs of diesease but also common health issues in common breeds. Even rescue animals being flown out of state must go threw the same procedure. 

Please reference back to the puppies first exam, and how this could have been missed. The vet's information should be on the form. It's possible this Vet shouldn't hold a USDA stamp if it miss's simple things like this. They are basically putting their reputation on the line if they miss an illness or defect and don't declair it on those forms. 

It is possible for a dog to harm it's legs and suffer temporary knee displacement. Typically breeders are on the hook for more severe true luxaction of the knees if it doesn't 'heal' and the ligaments hold the knee steady.

Your puppy is very beautiful, and it seems that you intend on keeping him despite his flaws.. sounds like you have a loving companion.
