Discover Card Terms and conditions do not match what they are charging customer Internet

Credit Card details on site do NOT match what they are charging customers. In particular the late fee if you have ever been late.  Even if you were late 10 years ago... and haven't been late since.

Late Payment Warning: If we do not receive your minimum payment by the date listed above, you may have to pay a late fee of up to $35.00 and your purchase and balance transfer APRs for new transactions may be increased up to the Penalty APR of 29.99% variable.

On Discover credit card site when comparing cards you will see something differently.
Penalty APR and When It Applies
From up to 15.99% to up to 24.99% based on your creditworthiness and other factors.
This APR will vary with the market based on the Prime Rate.
This APR may be applied to new purchases and balance transfers if you make a late payment.
How Long Will the Penalty APR Apply?: If your APRs for new purchases and balance transfers are increased for a late payment, the Penalty APR will apply indefinitely.

I have read EVERY terms and conditions on the site - not one indicates penalty APR of 29.99% but that is what they are charging me. I generally pay off my credit card each month. I hadn't noticed this rate and in review of past statements it appears they have been charging this rate for over 10 years. So basically the terms and conditions on the site DO NOT match what they are charging customers.
