Ditech Financial LLC Ditech Mortgage Co, Green Tree Trouble getting funds released to repair my home Rapid City SD

Had storm damage to my home in March of 2018 and still haven't been able to get all of money released for repairs.  Ditech tells us something different every time we call, and even after you do what they ask, they will not do as they promised regarding releasing funds. 

In beginning we submitted all they requested and they said they would release certain amount of money, then as certain amount of repairs were completed we were to send in invoices,etc., and they were to release other funds as we went along, holding the remaining 10% in the end for an inspection to be done.  They never sent additional funds and now  they say they are sending 6,000.00 and will hold the rest until final inspection is done?It has drug on so long now that we are about to be in trouble. 

How can they do this?  We sent in and did all they asked, and they kept changing what was needed and how things were to go every time we called them.  They never even sent anything in writing as to how funds would be dispersed?  They had W-9, lien waiver, contracts, everything, overnighted to them from day one, then contractor sent in invoices they requested showing purchases and what work was completed, then they wanted to send out inspector for 50% completion when we are about 80% complete.  The inspector came on January 1st and told us yet something different, and he works for a third party company.  He said an inspection was to be done at 25, 50, 75 and 90% of completion, and money dispersed accordingly????  Can anyone help us? 

They have only sent me half of  whatis owed to the company that did the dry out last year right after the storm, and Ditech says they will hold the other half until all work is done?  The dry out company is sending me bills now andthreatening to take meto court.  Can Ditech get away with operating like this?
