EBAY bought item which was diff from description, returned 2 seller but not getting refund of money, seller giving new reason day in and day out and looks like ebay is supporting the fradulent seller Internet

I had purchased a diamond ring from ebay,which as per discription was of one carat and containg 80 pcs of diamonds, but to my despair when i actually received it..it was only of 29-30 cents and had only 29 pcs of 0.1 cent diamond.

I called the seller as soon as received the ring and told him that the ring which i have received is significantly different form the description on site. He fisrt denied and told thsi inline with the description, when i told i have actually counted the pieces and they are only 29 in number against 80 on site he asked me to return the ring to him.

I sent the ring back to him very next day, but after he received the ring he is not receiveing my calls or replying to emails for refund of the amount which i had paid for buying the ring.

When i contacted ebay they say there mere facilitators and wont be able to help me in this issue and thet i have to resolve this between me and the seller.

Now i dont know hwta to do and how to get my money back since ebay has given me such answer then why have they put various promises onsite under paypal and paisapay is what i want to ask ebay.
