After being having my bank acct over drawn by EDP card stealing $159.95 I have finally located more information about them. Apparently Monterey County Bank is the one who issues the prepaid card.

This bank has a real webb site as well http://www.montereycountybank.com/ I am not sue if they are aware of what is happening or not but I do know from the disclosure statements that this so called prepaid card can be canceled at anytime and they say they will only charge $15.00 for doing so and refund any remaining balance. I want all my money back and am going to be continuing to report to any agency I can find to have them stop this illegal practice.
