You do not want Premier Banks Card to help you establish any credit. The fees are very high.. They claim it is to restablish your credit but as soon as you may have a problem and instead of paying your scheduled payment on the due date and pay it the following week, they charge you $37 for this!
It is a major ripoff. I found myself needing to replace my vehicle. I new this would put me in a spot with making my credit card payments on time.
So i did what i had to do and purchased a used vehicle. The payment was due on the 3rd of the month.. 3 days after the payment was due, they charged my account another $37!! Just because it was 3 days late! 3 DAYS!!
This also made my account go over the limit,, and they charged another $37!! That is $74 dollars of my hard earned money being stolen from me because of there credit card rules!! I was a fool to take this card offer!
So now they say my payment owed for that month has now turned into over $100.00.. They want the late payment, along with the late payment fee, along with the sheduled payment for next month!
I tell you all out there, please do yourself a favor and do not be tempted by these credit card companies offering to help you rebuild your credit!
When you first receive the card, they have a 75.00 fee along with a 95.00 fee just to open the card to use. Trust me to all out there.. YOU DO NOT want this credit card company.. They are theives and you will get nowhere and your credit will be wrecked even more.
I closed the account and will pay them off in full.. I refuse to EVER give that company any sort of anymore fees and I now refuse to keep the card because they are theives!
I realize closing the account, my credit will take a hit for it but I feel getting away from this FIRST PREMIER is one of the best decisions in my life and one of the worst was considering giving them my business! THEY ARE A RIP OFF!! No matter how much you want credit or want to better yourself,, DO NOT GO WITH FIRST PREMIER BANK CARD SERVICES.
Dont be a fool like I was trying to better yourself with this card company. All you will do is make your situation worse.

Since you obviously have no idea how credit cards or credit for that matter works let me help you out.
First Premier is a "sub-prime" card for people who have failed to show that they can handle credit. And don't give us the "I can get any credit card I want" because people who can do that don't go with these Sub-Prime cards.
When you get into cards like this because you are a higher risk you are going to end up with higher fees including all of the fees you mentioned. However, EVERY single one of those fees is disclosed to you before you apply for the card and it is YOUR choice whether or not to apply.
A credit card has a due date where you are required to pay at least the minimum due on that date. There is no provision in your terms that say you only have to pay this if you could or if you don't have other bills you want to pay first. As for being assessed a late fee, again I have a bit of news for you. You would have been charged that late fee if you were even just a day late. Oh and as even more of a bit of a shock to you...EVERY other credit card works the same way.
So if you want to avoid all of these penalty fees the answer is simple..Just pay your bill ON-TIME.
