I purchased a Walmart MoneyCard from my local store. The front of the packaging says "Use everywhere debit MasterCard is accepted". The back of the packaging lists a few places/ways you can use the card. One of which is 'Foreign Transactions'. No where does it say that you can only use it in the US. I bought it. I put $99 on the card. Get home, open the packaging and right on the front of the card, it says 'Valid only in the United States'. This is conveniently covered by the packaging. I open the little 'Fee Plan' sheet that comes with credit/debit cards. It, again, lists foreign transactions. There's a 3% charge for them. That's fine, let's try a purchase. I attempt a foreign transaction and guess what. It's declined. I open the legal papers with all the fine print. Again, it lists 'Foreign Transactions' and references a section - 'Foreign Transactions'.

The payment won't process so I call the number on the card and get a woman named Syra. I explain what issue I'm having and she says, "Oh yes. That card can not do foreign transactions. I know the packaging says it, but that card can not do foreign transactions. I attempt to explain my dilema but it's clear she's not interested and spews off scripted and rehearsed lines, like I'm sure she's trained to do. I ask for a Manager and am told that's not going to happen. The manager will say the same things. I'm sure that's true, but I ask for a manager again. Still no. I demand a manager, telling Syra that I don't care if she puts me on hold, grabs the woman sitting behind her and has her lie to me about being a manager - I want a manager. Granted, I was being a bit extreme, but I was frustrated. I never raised my voice or used bad language. The next thing I know I'm taking a survey about the call.

The card is sold as being one you can use for international/foreign transactions, but that is false. I hate when people throw accusations around, but I can think of no better example of what fraud is. Offer a service only to retract it and leave the customer high and dry. Now it will be minimum 2 weeks before I can get my money back. I would complain about their customer service if any had been provided. What was provided was at most acknowledgement of apathy.
