As a happy consumer, I'm so sad to wrote them the below email.
I hope Green Dot will respond soon.

"Dear Green Dot,

I’m very sorry to write to you about my disappointment over a $500 cash initial upload after purchasing the credit card at the Duanereade. If I don't have this resolved immediately, I'll sue,and I know who is your agent for SOP is and that I’m prepared to sue if necessary.

To cut the story short, I registered my card over the phone and due to technical issue the phone automatic system suggested that I register online, which is I did. And was happy to use the card, unfortunately after 2 transactions, my card was blocked.

I wasn’t able to speak to the authority who can fix my issue and I already faxed all the documents are requested such as, driving licence, social security, receipt of purchase and credit card copy. Even thought I find it very disturbing to giving up my identity for a non banking institute due to my pass identity being fraud as the customer service told me this is the only way to resolve my issue even thought it is for refund. And yet, you are blocking my money for no reason.

Each time I called and the customer service told me to wait for another 2 days to hear back for calls but unfortunately many 2 days had gone by and I hear nothing from the customer service even thought I requested a manager to call me back.

Please unblocked my card immediately and I believe
 you wouldn’t want to bring this matter to Small Claims Court."

Got a reply from Green Dot as below: 

Thank you for bringing this to our attention. We reviewed your account and it seems you have been in contact with us and we are working on your issue. We need some information to help clear up this issue. We are sending the request to be expedited and will have a representative contact you to assist.

Green Dot Cares

Basically, this issue will take ages to resolve. I wonder what type of documents they needed since they have all the documents they requested:

1. Social Security copy 
2. Driving license copy
3. Proof of purchase
4. Copy of front and back of the credit card

I'm expecting an immediate refund or unblock my card since I been told to wait and wait and wait for many 2 days ago.

 You go right ahead and go after them in small claims court. Unfortunatly their TOS are drawn up by Lawyers. Im 100% sure if you dug into the TOS of Green Dot you will find that they have the right to do this to you. Because you agreed to it. Kinda hard to collect for damages when its something you agree to. See most consumers NEVER read the TOS of ANYTHING. They just click ok or accept and go on. Then when a issue arises, they scream lawsuit. The problem is that since they did not read the TOS, they are uninformed of exactly what their rights are. I have seen many cases where the issue is dismissed almost immediatly upon the court proceeding. The defence tends to help the judge or arbitrator, which is what you would HAVE to go through by giving them the sections that are relevant to their defence by highlighting it. They then show that you "accepted" the TOS by the time/date stamp. If you did this on a computer, they show that it was you by your IP address. Or if over the phone, the number which you called from. Which is normally a cellphone, that is traceable. I.E. GPS location, phone number, serial number, address your cellphone account is in.

So before you go after them make sure YOUR a*s is covered. You would hate to take this to court and not only be made a fool of, but then forced to pay even more because of legal fees. See if you can print out their TOS and see if there is anything in there to help you.

FYI: You kinda did something a tad idiotic when you threaten them with being sued. Most companies instruct their customer service to disreguard or ignore customers who threaten them. As such, you may see 0 movement on your issue because you threatened them. Its to the point where companies who get threatened with a lawsuit tend to pull completly away from the issue. They let their high powered corporate lawyers handle it after that.
