I received an email from Horchow that stated: 1 DAY ONLY! 20% off Absolutely Everything with a special code and an asterisks which explained that the 20% off only applies to the merchandise itself (not to shipping and handling). So I went to the site, found something I liked and proceeded to checkout.

I noticed that the final total stated that the promo was included but there was no reduction in price and it stated that the item would ship in August. I opened an online chat and asked why I wasn't getting the promised promo. Debbie Smith told me that the promo only applies to in stock items. I responded that the promo stated absolutely everything and she just responded by asking whether she could help me with anything else. See below for transcript.

Thank you for contacting Horchow Online. My name is Debbie Smith. Please stand by while I research your inquiry.
Debbie Smith: One moment please while I research this for you.
Debbie Smith: The promotion code does not work with out of stock items or back ordered items. It is only for items that are in stock.
Bea: What a rip off! Nothing in the promo states that. This is false advertising because it says everything on the site -- not everything on the site that is in stock. And where does Horchow get off charging tax on shipping! Wow! Please remove me from your email server. Thank you.
Debbie Smith: Is there anything else I may help you with?

I called customer support and got a less that helpful customer support person named Brenda who spoke in a bored tone. I asked her to stay with me through the ordering process so I could describe the messages from the website because she claimed that the promo price should be applied. She dropped my call about half way through the process -- I think she must have felt it was taking too long for the website to respond or perhaps she found out that I wouldn't get the promo.

In any case, nothing on the site tells you that you are getting the promo price and I was not willing to place an order without the promo price displaying. Given my experience with their customer support, I didn't want to make any attempts that might not succeed and be faced with attempting to get my money back. I ordered the item elsewhere.
