inkpro2day Fraudulent site/sales Las Vegas Internet and California or Nevada

Ordered a set of Epson T252 cartridges on 3/3/16 and the order is still unfulfilled. I tried registering on their site a couple of months ago when they were apparently then located in downtown LA. Now the website shows 3870 E. Flamingo Rd. A2 404, Las Vegas, NV 89121. This appears to be the third location for them since the guy supposedly opened in 2012. No one ever answers any of the phones on the website, nor does he respond to any emails, even when I threatened him with fraud charges last Friday. I have initiated a fraud complaint against him in Las Vegas, but have to file a local charge first to complete that filing. I will be doing that with the Virgin Islands police and my bank tomorrow. The money for the order was withdrawn from my account within two days of the order placement, and still is unfilled. Requested a refund and still no refund as of today. This guy needs to be put out of business and put in jail. It is interesting that his website only shows five star reviews, even though there is a growing list of complaints now appearing on the internet, including with the LA BBB.
