This guy is a real scumbag.  He'll suck you in with a calm, quiet, almost likeable demeanor and then take your money and run.  We've done work several times for Joe (a few years apart) and both times have gone to mechanic's liens.  Each time the homeowner says they've paid Joe and he takes their money and never finishes. 

To the point that the homes are not liveable. Luckily we're on a much smaller scale, but he screws these poor people out of hundreds of thousands of dollars.  He doesn't have a penny to his name and is always robbing Peter to pay Paul.  Bankrupt. No credit.  The guy is a criminal but continues to get work

We coincidentally did work for his brother as well who is also a huge scumbag and plays the same tricks.  The apple doesn't fall far from the tree in this family.
