I have been n perfect standing with this company for 3yrs, they sent a letter stating they would be charging a annual fee because of the delenquent account i have and decline in economy. I dont feel this is right since ive never once missed a payment and have made more then thre minimum amount due. They are not helping with the decline in the economy.Juniper Bank / Barclay Bank

Huh??

I must be seriously confused. How could you be delinquent but have never missed a payment and "have made more than thre minimum amount due."
You didn't say anything about being late, maybe a "few" times, is that it?
Your posting also infers they are charging this fee due "decline in economy".
Does this mean part of the reason is the bank needs money and you were selected?
I hope MY bank of 35 years doesn't do this to me.
If you don't agree with them, change banks...there, problem solved
