LED Wholesalers sent item with power cord but no plug when contacted they said it ran off batteries Burlingame California

I ordered a grow panel blue and red from this company item stated as a 12Volt hydroponic 225 led grow light panel red blue, it stated that the power cord was 48 inches long. I order and immediately the price gets bumped up for more than the light cost for shipping. I fixed that and sent the order off. I got my light panel today it has a 48 inch power cord, but no plug. I tried calling the number listed on packing list and its a non working number. Have received 2 emails from them stating that the light I bought runs on batteries. I asked then where do the batteries go? Easy question, I went to there web site to print out a return order form and they do not give refunds of any kind. It states on there even on defective they will not issue a refund. My big question is this if it runs on batteries then why does it have a power cord, and where do the batteries go. Every other thing that I ahve bought thru out my whole life once you open the package you would know it took batteries there would be instructions or a door for the batteries to go in to. I have never pruchased anything that ran on batteries that had a power cord attached. Boom boxes have detachable power cords,this light panel has no door for the batteries and it has a 48 inch power cord attached with no plug. Should have done research before I bought anything from this company. Just because you can get something cheaper dont mean it will be better, as this clearly is not>
