NCWC Inc Royal Extended Auto Warrenty Policy Illegal phone solicitation to my 89 & 90m year old parents Ocean, New Jersey

My 89 year old step mother (AKA my second MOM). Came to me and said " I've made a mistake". I recently received a phone call from a man whom I specifically asked if he was with Toyota she had just purchased a new Prius in 2010. He said Yes. He then went on to sell her a new warrenty for her car. She came to me after she realized she had already purchased one from Toyota and it hadn't yet expired. 

I then contacted a customer service representative who assured me we would be refunded 100% of the money. After many weeks went by my mom called american Express and made a complaint before her timed deadline with them expired and she was credited aprox. 3/4 of the monies paid. Thanks to American Express. At this point after numerous letters and phone calls they are counting on us giving up. Guess Again. We will be writing letters to the Attorney General, Consumer Protection Agency and whoever else might be concerned. I'm also taking them to small claims court and suing for wasting my time and giving us the run around over and over. They have lied, misled, and misrepresentd themselves to myself and my parents. After numerous calls to there supposed mangers and being put on hold to wait to speak to them they had the odasity to then tell me it would be there supervisors who would be contacting me in the next few days after making there decision. It has now been almost three weeks no calls. No letters and no monies.  What a way to run a business and make a buck. Lying and stealing from my father a War Hero and his loving wife who is truly a fine citizen.
