NETSPEND ALL ACCESS DEBIT CARD Took $13 off my card in 5/2009 for a purchase I made in 2006 on a different card! 4 yrs ago. Its not possible to have a negative balance..when there is no money on the card it declines it. FRAUDS and LIARS National California

Netspend took two amounts off my card one for $6.31 and one for $13.00 and it said it was for a NEG BAL. However my card had $39.00 on it. I called to ask why they took the money off my card and they told me that I had a negative balance on another card. SINCE WHEN CAN THEY TAKE MONEY OFF OF ONE CARD TO PAY FOR ANOTHER CARD? IF THAT IS THE CASE THEN IT WOULD BE OKAY TO CHARGE THE OTHER CARD FOR A PURCHASE YOU MADE ON ANOTHER CARD OR TO CHARGE THE OTHER CARD FOR THE TRANSACTION FEE FOR USING THE OTHER CARD...HOW UNBELIEVABLE IS THAT?
I have two cards with two separate numbers they are separate cards separate accounts and I did not allow or give permission for them to take money from one of my cards to pay for the other card.
TO MAKE IT WORSE....I asked them how it is possible for me to have a negative balance on a debit card that only will allow you to use it when there is MONEY ON IT! IT DECLINES the card if I try to spend the last dollar on the card to buy a candy bar because NETSPEND IS SO GREEDY they will not let you use your $1.00 because for every transaction they charge you $1.00 and there wouldnt be enough on your card for them to get there $1.00 too...so they decline it and prevent me from being able to use the one dollar. I have never been able to use my card if the amount left on it doesnt cover the charge and ALSO their fee! ITS NOT POSSIBLE TO GET NEGATIVE BALANCES! AND THIS IS THE ICING ON THE CAKE.....
APPARANTLY THE CARD PURCHASE THAT I MADE THAT GAVE ME A NEGATIVE BALANCE ON A COMPETELY DIFFERENT CARD ACCOUNT...WAS DONE BACK IN 2006 THAT IS FOUR (4) YEARS AGO!. Hello! What took them so long? Its crap!
They REFUSED to put the money back on my card! I am so disgusted with this fraudaulant ripoff debit card company NETSPEND is going down and I am going to make sure they do! They are con artists.
