Northcentral University Never-Ending Dissertation and Re-submission to NCU Committee Prescott Valley Arizona

I am experiencing a very similar situation at NCU. However, my never-ending dissertation has continued for 8 years. I first went through this cycle with the Concept Paper which is basically the dissertation proposal, but in a slightly different format. So, you write, submit, re- write, re-submit chapters 1-3 of the Concept Paper to move forward and begin the entire process with the Dissertation Proposal. This  process is ludicrous!!! It was communicated to me by a so-called committee chair that the Concept Paper was designed because NCU admitted students who were not at the doctoral level. Thus, the Concept Paer is a learning tool, so to speak!!! That is laughable, and I think it is a money making tool. 

I am now going throught the same cycle with the Dissertation Proposal. My committe approves the paper, and it goes to the mysterious NCU committe to be rejected. Oh, did I mention I have gone through numerous committee chairs and committe members along the way? Each time the committee changes, you have to jump through hoops and re-write the paper to please them. It is a very subjective process and at this point, the dissertation proposal has been re-written so many times, I do not even know where I began. Currently, the big committee is instructing me to put in information in the chapters that the committee chair instructed me to remove. 

At any rate, it is time for the madness to stop! I have lost all of my incentive to even continue to write the dissertation because I know it will be rejected. I am ready to hire an attorney. Please, has anyone out there had any luck by taking legal action against this institution?
