OG&E Issued out a very high Bill Oklahoma City Oklahoma

I am living in a 2 bedroom 1 bath it is me and my husband living here in the house. We are very seldom home during the day, and our home is well insulated. I have had my landlord to put weather strips around all windows and I have put plastic on them as well. So, I know the house is well insulated. the first month that we moved in OG&E sent out a bill for $240.00 I called and talked to them about that bill being outrageously high and they did nothing. I recieved my bill for this month and this bill was $405.00. I called them to try to figure out what in the world is going on and on 3 seperate calls they hung up on me. I still did not get the problem straitened out and I don't know where to go to get assistance with this issue. They should not be allowed to do this to anyone.
