Optionetics Advanced Options Training Redwood City California

I am an Optionetics student.  Some years ago I atttended an Optionetics 2-day seminar in London and purchased training credits for advanced options training courses. Therafter Optionetics stopped offering advanced training seminars at locations in my country and refused to refund me for the money that I had spent.

On my last contact (September 2016),they said that they no longer provided advanced training at all and could not refund due to a new policy of not refunding for unused training credits in existance for over 12 months. In effect, I am being cheated out of my money after placeing my trust in the honesty and integrity of this firm.

Would anyone know if this eductional company is regulated by an industry standards body in the United States or if there is another  practical way for me to seek to get my money back?   I know that this company was featured extensively on Ripoff Report in the past.
