There may be others as well. If you recieve a summons to court regarding an old cell phone account. Know your rights. Phone companies are regulated by the FCC and such fall under federal statutes, they are required to bring legal action against you within two years of the date of the last payment. Per 47 USC 415(a).

Never admit to this debt, never agree to make payments if it is after the two year mark. These phone companies hold these accounts up to the two year point and then sell them in bulk to these guys.

Do not be intimidated by threats of legal action. Cell phones are credit based "Service Agreements" many of your state statutes allow four years statutes. Cell phone service agreements usually stipulate that your state laws where you signed the agreement govern the agreement unless inconsistent with or preempted by applicable federal law. 47 USC 415(a).

This is why they hold them for two years before they sell them to these losers, because they are in the business of intimidation, and dealing with poor people who have limited resources, and who will settle with them out of fear. Do not be scared, sight this statute, and give them the finger.

also, file complaints and request inquiries with your appropriate state agencies and your state department of consumer affairs. Make companies like palisades verify they have DCA license numbers, and other required licenses, and insurance bonds in states that they are attempting to collect debts. If they can not provide them, they will be inserious trouble with the states they do business as they are not allowed to collection debts in states where they are not properly licensed and do not have the required bonds.
if you do go to court, make them present these licenses and bonds in court, and that they are regularly filing applications to renew them.

If you go to court, and the slime lawyers that represent these guys are there alone, and an authorized representative for the plaintiff of these agencies are not present in the courtroom, ask for a motion to dismiss. Attorney's can not testify on behalf of their clients, and if there is no plaintiff, there is no case.
