Pay Pal - EBay Pay pal refunded buyer money for product that was refused to be returned even at my own expense Internet

I sold a head lamp to a 92 honda accord to someone on E-Bay. It was bubble wrapped, marked as fragile and had the appropriate shipping insurance. The seller then contacted me and said it was broken opon opening.

I then told him that he was welcome to either A. return it to me or B. Claim insurance at UPS. He refused both and told me that it was my fault and I should then claim the insurance at ups and mail him the money.

I went to UPS and they said I needed the package and broken item in order to claim it. I then e-mailed the buyer and he had stated that he would not send it back. So I told him I could not claim insurance unless he returned it.

I also offered the him the option of taking a picture of the original lamp he had in the car that he needed to replace and the lamp I had sent him that was claimed to be broken and I would refund him out of my pocket.

He then refused to do that as well leading me to think that he was trying to scam me. I told him there was nothing I could do if he refused to A. Return it, B. Claim insurance since he had the lamp or lastly C. take a picture of mine and his original and email it to me.

He then stopped contacting me for about two weeks and filed a complaint with paypal. He apparently told him I wouldn't contact him back which was not true as I had the emails saved and Pay Pal immediately made a withdrawl on my bank account without my authorization and paid the buyer back with no contact to me whatsoever. This also caused my bank account to be overdrawn. I was then charged fees by my bank for this.

I am now out almost double what I sold it for, I have no lamp returned to me and Pay Pal refuses to look into the issue, or help me in anyway.
