Im not sure if these stores are franchise, or fully corporate owned as I never seen this in the store I use to shop at in NY, and their corporate office never replied to my complaint either. Complaint follows:

Every week when doing our shopping, we go to the stores that have the best prices, or ones to price things we will need soon hoping they might go on sale. Payless Shoesource which I would love to rename, least for this store to Worthless Shoesource seems to be in the habbit of fixing prices on thier shoes.

One week we go in, and set of shoes same model same size 8 and 1/2 used for work in slippery areas sell normally for $19.95. Following week they have a sale of buy one pair, get second for half price. Seeing this, I go in and plan buying two pairs, as basically this would come out to $15 a pair. Finding the model, I look at the price tag, and guess what?? The $19.95 tag is blackened out in pen, and new price of $28.95 penned in. I ask the associate about the price, and they tell me thats the normal price. (I forgot to mention, these shoes sell for $19.95 normally, and I know that only because I go through 3 pair a year as the oil from where I work destroys them) I put the shoes back, and leave without buying anything.

I go back on March 17th 2005, which is 2 weeks after I looked last time, and sure enough, the shoes are now $19.95 again, and their better quality ones which they were out of last time $24.95. I approach this nice oriental salewomen who spoke english and understood it perfectly at first. She apologised about the sale being over when asked about it, and said their would be others, but then I confronted her about the prices.

Confronting the saleperson about why normal prices were raised during the sales promotion, then dropped caused her to suddenly forget how to speak english, or understand me for that matter. Soon as I left my fiancee who stayed behind noticed the sales person suddenly was able to speak and understand english again. (Amazing miracles)

Well, there you have it. Unfortunately as I stated above, I dont know if the store is corporate owned or franchise. All I do know is the prices were fixed for the sale to make customers believe they were getting a good deal.

I do agree that the 28.95 is not a price on shoes.

I DO however agree with the writer in their complaint. As a previous manager at Payless Shoesource, we were not given the authority to make decisions regarding customer complaints, and were directed by the DM to simply give the complainer a business card with corporate numbers... which never were addressed because the customer always returned to the store. Payless Shoesource does indeed mark up shoes during sales. Several days before the sale, the store receives what is known as a "tagging report" in which they removed sale tags from the boxes. They also have very unethical treatment of their employees. The negligence of this company is not only hurting their unhappy consumers, but also their employees. I was asked to leave due to standing up for the treatment of an unhappy customer, and feel that it is very bad example to people in retail, to allow such poor customer and employee service continue to be demonstrated...

Complaining to Corporate Payless runs the BOGO promotion

I am an ex manager who had worked for Payless in Minnesota for about 5 years. In general, when Payless runs the BOGO promotion, anything that was on sale the day before would go back to full price and the buy one get pricing takes over. HOWEVER, the $28.95 pricepoint that you mentioned CAN NOT have been legit. Payless does not even manufacture tags that would say that (meaning that corporate would not have priced them so which is why it was handwritten). Prices, sales eveything at Payless comes from the corporate office in Topeka KS. Managers GENERALLY have a limited ability to discount prices according to their market. The bottom line is this... something had to be going on there with that particular store. Any one of us in Minnesota would have gotten canned over something like that (not that we would have tried). Payless has a line you can call to reach corporate with complaints- 1-800-426-1141. Press that you are a customer and then throw a holy screaming fit at whoever answers. Basically, company policy is that they HAVE to appease you. Maybe ask that they send you some coupons to use at other stores for the time you WASTED shopping in this place. Good luck :)
