I was a new already verified user of PayPal.  I was allowed to do business with until they made me jump through hoops to verify my persons yet once again due to my CA ID expiring.  They requested all documents be current so I immediately made an appt with my local DMV office which took about 2 weeks to get in so I could renew my ID then per their request upload it and it would be smooth sailing from their.  Well it took about two weeks until my ID came in the mail.  Meantime I was trusting them and listing more items on eBay thinking I'd have no problems.  I had already sold 3 reproduction paintings and that was clearly stated in all of the three auctions I first listed.  They were Artagraph reproductions of well known artists paintings.  One reproduction called Monets "House of Parliament" which sold on Aug 14th 2016 for 375.00 item #262573892063 to a pleased customer that left positive feedback.  I uploaded all required info on my end like tracking info and used Paypal to ship it so it's automatically uploaded anyway.   Then I sold two other Artagraph Reproductions to one customer item #262578089103 Artagraph Reproduction of Monet's "The Cart" which sold on: Aug 19th 2016 for 250.00 & Artagraph Reproduction "Edouard Manets" "The Grand Canal of Venice" item #262578135438 on August 19th which sold for 275.00. once again using PayPal to print out my shipping labels using the money I'd collected from the customer for shipping to ship both of the painting to the customer.  This whole time I'm still jumping through hoops for PayPal making sure they have all they asked for so I could avoid all of this..  I spoke to them several times on the phone in between waiting foir my ID to arrive to make sure there was nothing else they needed to release the temporary hold they has placed on my "current/available" funds and eagerly awaiting the arrival of my updated ID.   They reassured me that all they needed was to confirm my identity.  Yeah right!  PayPal would not allow me to use any of the money in the account except for the money to ship my customers paintings to them during this time at all.  Even though my first customer received theirs and left positive feedback and PayPal took out their fees.  To this day I continue to get emails from PayPal about services and offers and information as though they don't currently have a hold on my account.  What I've noticed to be a little funny is how almost all of them have a 180 day term or trial or something within the offer itself putting emphasis on 180 days however no red flag goes up telling them I've been banned and that they have a 180 hold on my account.  So why am I getting emails asking me if I've activated my debit card they sent to me but before I could activate it they put a stop to it and canceled the card.  It wasn't more then two days after I got it in the mail.  So I'm selling online, getting paid, shipping items out, PayPal is taking their share of what I've sold and the customer has their purchased items and they don't know who I am.  I'm a security risk?  Really?  Mean while I'm continually allowed to post for items for sale online.  I posted two or three more items on eBay which people bid on and won.  I was praying that my ID would show up because I needed to ship the items out in a prompt fashion.  Well I'll use my PayPal to ship them.  Well they went further not allowing me to access any of my money.  The customers pay for the shipping it's included in the final amount of sale so now I can't even use PayPals shipping application because they locked every cent up.  I wasn't able to pay for it out of pocket and why should I have to considering the customer paid me money to ship it to them?  Well finally my ID came an I was so relieved.  I didn't want negative feed back or to have any disputes filed against me.  I communicated the problem I was having with my customers so they weren't left in the dark thinking I ripped them off.  I opened up the envelope placed my shinny new current ID into the scanner and hit scan....I was so happy!  I was able to eat again, maybe go on a small vacation, pay some bills, finally.  Proudly composed an email to PayPal attaching my ID to it and expected to go about business as I had been.  OMG! I gave it about a day and then to my sheer horror I went to log into my account and I had a huge notice in my face that read" You Can Not Use PayPal anymore.  Blaw, blaw....the same letter over half of the world has received from them notifying me that they are putting a 180 day hold on my account and that they are sorry but they an no longer do business with me.  That I should read their "TERM AND CONDITIONS."  I covered that several times during this whole thing to the point of knowing it almost as well as I know the bible.  They were not and still are not giving me any indication as to which part applies to me.  I am devastated.  There is more to this but no room left.
 
I have contacted the California State DOJ and the BBB and your organization to seek help.  I also sent an email to the CEO of PaypPal and all the executives down the line.  I contacted customer support at PayPal many times and they are useless and a bunch of lairs.
