Paypower Visa Tax refund is held and cannot access since yesterday, cannot get through to paypower, hangs up each time Reno Nevada

 We had our IRS refund deposited Monday Feb 10th, 2014 and were able to withdraw 500.00 from the paypower card that day. Now I am being declined at every atm or every purchase for this card and have NO access to the remainder of my tax return. I am being told by taxact (the place where I filed my taxes) that Paypower is down. We have tried calling Paypower mutliple times and cannot even get through, phone just hangs up. They need to figure something out as this is MY money sitting there or they can also be reported to the BBB.
