PayPower Purchased card in January (for a gift). Activated it in May. They took $17.85 in maintenance fees before the card was even activated!! Pleasanton California

 I purchased the Debit card in January and intended to use it as a gift later in the year.  I called 5/10/2013 to activate the card.  I was told that my $100 card was now worth $82.15.  Apparently their maintenance fees begin the date you purchase the card, not the date you activate it!.  I still can't find that declaration in the Terms and Conditions.  They absolutely would not relent and restore my original balance!
