Phoneagentsource.com Phone Agent Does not provide background check as promised Internet, Utah

This company offers to do a background check for $1 with provision of just a name or a phone number.  I provided both, but the initial results were completely bogus. They reported an age of 47 and the person I am looking for is 57. So I asked for the $1 refund, which was given.  Then I decided to spend the $1 again as they promised to do a custom check within 3 hours.  However, no report.  They have a very sophisticated live chat, but when I complained I needed the report, they said it would come within 72 hours.  72 hours later still not report.  I went on live chat and asked again when the report would arrive and they said they needed another 72 hours.  Again no results.  I asked for a membership refund, but they said I needed to go online to the site to do that.

When, 9 days later I still had not received the report, I went to the live chat and they finally produced the name of a town  (which didn't match up with my info.), an average income of $91K, and an average home value of $356K.  Since this does not match up with the person I'm looking for, who claims he is out of a job, I asked how old this information was and they couldn't say.  They also could find no other info, like relatives, etc, even when I provided the birthdate of this individual.

They charged my credit card $18.95 on June 1. With all of the stall tactics I knew they would probably try this.  I demanded a refund in the live chat (the only method of contact with them allowed), and they refused until I threatened to report them, then a "manager" complied, but said it would still take 5-14 days to show up as a refund.  We will see if it shows up.  I asked them to email me a receipt of refund request and the transcript, and this eventually did show up in my email box.

Way too much hassel for way to little service.  IF they are legitimate, they spend more money on their pretty web site design and call center than the services they are providing.
