Plate Pass/Hertz Plate Pass fraudulent charge in Florida! Ft. Myers Florida

My credit card was fraudulently charged 2 months after I rented a car in Ft. Myers Florida.  I was unaware that a Plate Pass existed in the rental vehicle and therefore did not use any EZ Lanes and paid all tolls in cash.  Hertz did not inform me that Plate Pass existed in the vehicle and I did not authorize any charges to my credit card other than to pay for the rental vehicle.  How can Hertz give my credit card information to a third party?  Again all tolls were paid in cash!!!  I have disputed the charge with my credit card company and instructed them to block any charges from Hertz.  I am boycotting Hertz for personal use and also had my employer remove Hertz from our approved vendor list.  I am FURIOUS of this business practice!!
