Because a payment was late my electric was shut off and I was chugged $40 plus a $790 deposit fee for 23 months. I was not notified that the payment was not received. Progress energy was very rude to me. This is not outstanding customer service .

the penalty seems a little severe.
They never notified you your payment wasn't received and turned your power off, also without notifying you? Somebody's got it in for you.
IF none of your report is embellished, you have cause to present this to your states Public Utility Commision (or equivalent agency).
What was the reason the payment was returned to the bank? You didn't mention this and it is relevant.
