Progress Energy constantly increasing my deposit based on some guidelines or claim cause i was delingunet Raleigh, North Carolina

Was sent a notice stating = that a review of my billing records indicate that my present deposit for electric services does not meet the guidelines set by the FPSC & that a recently a delinquent payment resulted in an interruption of services . therefore aa deposit will be included as a seprate item on your next bill,payment of deposit is request at the due date of your next bill. so my issue is will there be justification for another increase in deposit next time am late & will i be forced to pay it at the same time of my bill ,why is their no way of paying it in installments. aside from all this i would love a form indicating all these so called guidelines & form indication what are the true T.O.S .

Utility companies are NOT charities...they are in business to, hopefully, earn a profit and keep costs reasonable.
They find it necessary to pursue late payers and cover their bets with deposits, which are used to pay the bill when the customer defaults.
In a socialist state, the citizens willing and able to work would pay the way of those who fail to live up to their oblilgations.
I, along with other responsible members of society, have had to make some cuts in desired activities to pay my bills on time, every time.
I live on social security and am NOT some rich snob ignoring others.
Those who default on their bills cause prices to be raised for EVERYONE.
We mortgaged our future to put in a large solar system and a new high efficiency furnace and A/C.
We've managed to cut our monthly utilities more than in half.
Don't whine when a business wants to be paid for their product/service, it is in NO way their obligation to provide special, low or discounted service, to their non/slow paying customers.
Seek help from community services.
No, I DON'T work for ANY utility...and don't much care whether you believe it or not.

Facts are stubborn things. And while most people understand the difficulty of making a 10 go where a 20 belongs. Electricity is a very important element that can and does cause harm when removed. But one may not have the means to always pay on time as Ken would make seem so simple. Ken obviously lives in a condition that leaves him out of touch. Many folks are sincerely responsible with the bill paying process. And will make arrangement's with the provider to pay late when necessary and possible. But the providers have grown increasingly aggressive with rude careless manner in regards to those who do the best they can. And on occasion they may need to do so. But often it is unnecessary acts of callousness, which their monopoly power to impose undue hardship upon those that do not deserve such.

so i would like a copy of the T.O.S every time theirs an update to it ,also would like to be informed of existing guidelines or documented forms.

they were given a deposit of $290.00 when service was called for , so now since i was a week late i must pay a $130.00 on top of the 290,00 in their possession

And if it isn't, they can adjust the deposit amount to protect their interests. Of course they'll be justified in charging you another deposit when you're late, which sounds like is sure to be soon.
You need to worry less what the terms of service are and be more concerned with paying your bill on time....see problem solved. Please, hold the thanks for this advice.

If you were delinquent you are probably considered a higher risk. As a higher risk they are worried that you will not be able to pay your bill at some point and want a deposit in case that does happen.
so my issue is will there be justification for another increase in deposit next time am late
- Sure sounds like it. So the simple solution to this problem is pay ON-TIME.
