Progress Energy of Saint Petersburg, Florida, refuses to help me with problem ....
i am being forced to pay for my next door neighbors electricity and cannot afford my huge bill!! I have called them many times for help but always get told there is nothing they can do!! i am a single mom of 3, living on a very small income and am coming close to having my power shut off due to such a big power bill.
I feel it is the power companys responsibilty to fix this problem as the thermostat to my neighbors is in my apartment.
-NO ONE WILL HELP ME!!!!!!
-DOES ANYONE KNOW WHERE I CAN TURN????

If you get no where with a utility company you contact your local Public Service Commision they will make the utilty investigate and put off billing until it is resolved that will help they wont have a choice GOOD LUCK THIS WILL GET THERE ATTENTION TRUST ME

You should be aware that the power company has NO responsibility whatsoever for the location of any thermostat. That is your landlord's problem!
Having your neighbor's thermostat in YOUR apartment makes no sense at all. Don't THEY complain that THEY can't control their own apartment temperature? If you are paying the bill, why don't you just turn it OFF?
Each apartment should have a separate power meter. In your case, you seem to indicate that there is only one for TWO apartments. Again, that is the responsibility of your landlord, NOT the power company. All they do is read the meter or meters that are installed and send bills.
If you can show that you are having to pay the electric bill for two apartments because your landlord only has one meter installed, maybe a legal service can help you straighten it out.

That would be the easiest solution, then let the neighbor's call the electric company. If the thermostat is in your apartment, I would assume that the main power switch to both apartments would also be controlled by you. Why not just turn that off, too? Without power, your neighbors would have to have the problem fixed. It is a wonder that your landlord has not been contacted and asked to fix the problem. Hope these ideas help; know you are in a jam, probably Catch 22; but, good luck.
