Protective Services found drunk passed out father not guilty of child neglect when child was sexually assulted by his friend Flint Michigan

My daughter was visiting with her father on a weekend visit and was sexually assualted by her fathers friend while her father was drunk and passed out in a chair. The child protective services found her father not guilty of child neglect.
The friend of the father was turned over to the police and found guilty for csc 2 and jailed. However the neglect or child abuse on her fathers part was never investigated by the child protective services.
I spoke with a lady from child protective services today and she stated "they have certin standards to meet for a neglect claim" What are them standards besides death? Arent there ststutes in Michigan that protect a child from harm due to parent use of drugs or alcohol when the child is put in harms way?
