My Pulte home was built in 1999 and unfortunately I am not the original owner and do not know what legal recourse I may have.
We have lived in our home for two years now and have had problems with our sewer system from day one. The first floor toilet gurgles and at times has over flowed.
In 2005 we had a hurricane hit south Florida and thats when the nightmare really began.
During the hurricane at two different times our first floor toilet overed flowed and flooded the living and dining room areas.
I have in the past worked as a plumber and am familiar with what lies under the ground of a house (sewer lines).
I rented an electric snake and snaked the line myself which gave us a temporary solution.
Two weeks later it flooded again. I called a nationally famous named company to come and snake it again. After doing his job, he told me I needed to call the city water authority that there was a bigger problem than just snaking could handle.
The city came out and blew the line out with a water jet. They informed me that this did not work either and they would come back with a camera to look in the line to see what the problem was.
The camera unveiled water sitting in the line from the house to about ten feet into my yard and said I had to dig it up and see if there was a belly in the line, so I did.
The line coming from the house is about 14 to 16 inches under ground. It than runs from the cleanout uphill for 10 feet into an upward bow 4 inches from the surface of the ground and than starts to slowly slope downward to tie into the city sewer line.
Who is at fault here, the idiot plumbers of Pulte or the city inspectors that passed this "crap"? What legal recourse do I have?

Regardless of whether you are the first owner or not, Pulte provides a 10-year STRUCTURAL warranty with their homes. Since the home was built in 1999, you have a few years left on that warranty. You could call Pulte and see if the trouble you're experiencing would be covered under that warranty; however, since you jumped the gun and posted this report BEFORE informing them of and giving them a chance to fix this problem, I would not blame them if they choose to do nothing to help you.
Another option ... did you purchase a home warranty when you bought your home? While many homebuyers cheap out at the thought of a home warranty, they typically cost only $350 or so, and cover such problems as that you are describing.
