PURRFECT AUTO SERVICE Would not release my car back to me RIPOFF SCAM OPERATION! Henderson, Nevada

I was on my way home from from signing my employment papers for my new job after being out of work for a few months. My car stalled out near my home so I walked home and found a flyer for the Perfect auto on Eastern Av. They sent a tow truck and picked it up. Then called a half hour later and said the car needed a new engine for $2000. I told them my situation again and couldnt aford it but needed to make some calls to friends to try to borrow the money. After a week i couldnt come up with the money so I called them and told them i would come by and pay the towing bill. The manager said it would be $60.00 I had to borrow that since my payday for my new job wasnet for another week and I told him I would be by after work to pay it and arrange to have it picked up. A half hour passed and he called me back and said that the Manager said it was now $315.00 i told him I didnt have that much money and he said I could sign it over to them for the tow bill. I asked why the change in price and he just said it was the manager and there was nothing he could do about it. I just called today and asked for the manager and the guy he claimed was the manager called him to the phone. That Saturday I stoped by and got all my possesions out of the car and the inside had been ran sack with all my things spred out all over the car. he came out and said "what a mess". then he pulled out a peiece of paper for me to sign the car over to him I told him I wasnt going to let him rip me off and I wasnt going to sign. he said i had to i said I didnt and got in my friends car and drove off. When i called today to get the managers name i asked what happened to the car and he said the junk yard has it now. I also asked why when i asked for the manager that the other guy called him to the phone when he told me in the past that the other guy was the manager, he said they both are managers. Why would he call [the first guy] to the phone if he was the manager too?
I would like to know how I can complain to the AG on them.
