like banks and credit card companies, QWEST is always finding a new wrinkle to pad you bill.  the latest is to change your billing cycle and charge you the days it took to change the billing cycle.  Think.  Through no fault or action as a customer, QWEST will at their volition change the billing cycle and assess you the phone subscriber a charge of $10 on the bill for the change they made at their own initiative.

I guess they will do this now and then to meet quarterly profits... sadly, no one will take the "sum batches" to court in a massive class action suit.

they seem to contribute heavily to state governor campaigns so they state utility commission will look the other way.

A complaint filed against them here in New Mexico is a non-sequitur it seems in my experience... thus QWEST enjoys a monopoly position and can gouge their customers at will.. with impunity.  So, any given month, they can change your billing cycle.. charge you $10.. and when you multiple that by several million customers... viola?  CEO Bonus!

Qwest is regulated by the FCC and can not charge you twice for days you have already been charged or charge you for days you were out of service due to a repair issue. The only time a billing cycle is changed with Qwest is if the account is converted to an internet only account or if the telephone number is changed. The billing cycle is automatically and randomly created based off the telephone number. There is no charge to change the billing cycle seeing how it is out of your control. However, if the cycle date causes the billing date to extend what it was prior to the change then you will see a partial month billing on the next bill.

ex. -Billing date is March 1.
     -You move your service to a new address and change the telephone number
     -Billing date is changed to March 12.
     -Your new bill will have charges from March 1-March 11 plus your regular month of  March 12-April 11.

Qwest bills are complicated and it would make life a lot easier for both the consumer and employee if the billing cycle could stay consistent. However, for printing and accounting reasons the company designed this method for keeping track of accounts.

If this still doesn't help---Qwest representatives are trained to clearly explain the bill cycle change because it is difficult to understand. Ff the bill is incorrect we are happy to issue a credit for the error. No reason to pay more for the service you are getting!
