South Bay Expressway FRAUD!! "Notice of Delinquent Toll Evasion Violation" San Diego, California

I received a notice from South Bay Expressway in the mail for a "Delinquent Toll Evasion Violation." I knew from the moment I read it that it was a scam. I do not know where south bay is AND the license plate reported was not even the license plate of ANY of my vehicles. Because I knew it was a scam, I have ignored it and have been trying to get to the DMV to report what is going on. Yesterday (approx. 2 months after the original notice), I received a collections letter from a "law office" (Linebarger Goggan Blair & Sampson, LLP). I called the law office and it was obviously a call center, which is odd for a law office. So, when someone finally answered the phone, I told him that I was calling about a wrongful debt collection. As soon as he heard I was calling to dispute something, he hung up on me. Now I am getting very annoyed. And this letter from the "law office" came from Denver, CO, which means it could be a federal issue. So, I called South Bay Expressway and I explained what was going on. She was very quick to decide that it was not my vehicle and that the violation is deleted.
