State Line Tack 16 days after returning an item, they are still holding my money and will not process the return Pennsylvania Nationwide

 After receiving a saddle that was clearly different than the description, I called within an hour of receiving it to file for a return. 4 days later, I finally got a return authorization. Again, I called the same day. Then, it was mailed back the same day I got the authorization. It was receiving by State Line Tack on 6/20, and they refuse to acknowledge the return. I was told it would be 3-7 days for a return. No money. Called back, now 7-10 days for a refund. No money. Now I'm at 16 days after they received the item back. No money. PayPal isn't doing anything with the claim and SLT customer service is horrible. This is a last-ditch effort to get my money back, as I cannot pay other bills, nor buy a saddle that is actually works. This is theft and I will continue to upgrade my claims as appropriate.
