Tampa Bay Times They take your money but don't deliver! St. Petersburg Florida

During December 2016, we placed a vacation hold on our subscription to the Tampa Bay Times.  When delivery was to start up again, delivery did not resume.   I notified customer service.   Within a day or two, delivery was resumed, or so we thought.   We received one paper, with a hand written note from the delivery person.  The note apologized for not resuming delivery but said that they had not been notified by the circulation manager that our delivery was to resume.

That one paper is all we received.   I thought possibly from my email to customer service, that our subscription had been canceled.   I had mentioned in my email that we had also susupended our delivery to the WSJ due to delivery problems, only later to learn that the same delivery person is responsbile for delivery both papers.

On January 4, while reviewing our bank account information online, I noticed that a payment to the Tampa Bay Times was pending.  I immediately emailed customer service.  A very detailed email outlining the problems and what I thought of the lack of basic skills with the customer service and circulation department.  I also requested a refund for the papers not recevied in December and for the amount deducted from our account in January.  The Tampa Bay Times seems eager enought to take payment and not deliver a product.   I am not sure how this does not constitute fraud.

I have not given up on getting a refund.  I only wonder how much money the Tampa Bay Times is collecting from unsuspecting subscribers who do not receive what they have paid for.
